It's not free but it is simple to set up for most themes and the support is very good. I had trouble with one of my themes and the guy actually went in and fixed it for me on my blog for no charge. I just tested the one at http://www.mwpmarketing.com with IE7 and it shows up after a couple of seconds as it is timed to do, with no problem. The problem always appeared when the code the popover produced was supposed to work with internet explorer (which the majority of people use).
